Call the voice activated numbers (either 5-1-1 or 877-244-0065) and follow instructions. Record-A-Comment callers have two minutes to make suggestions. TDOT responds within seven days. Callers using this service may also report litter on highways/expressways. Also check TDOT Smartmap website for a map of current road conditions on highways in Tennessee: https://smartway.tn.gov/. Memphis, Knoxville and Nashville have live cameras that show current traffic conditions.
