Eligibility
The Value-Added Producer Grant (VAPG) program helps agricultural producers enter into value-added activities related to the processing and marketing of new products. The goals of this program are to generate new products, create and expand marketing opportunities and increase producer income. You may receive priority if you are a beginning farmer or rancher, a socially-disadvantaged farmer or rancher, a small or medium-sized farm or ranch structured as a family farm, a farmer or rancher cooperative or are proposing a mid-tier value chain. Grants are awarded through a national competition. Each fiscal year, applications are requested through a notice published in the Federal Register and through an announcement posted on Grants.gov. Independent producers, agricultural producer groups, farmer- or rancher-cooperatives, and majority-controlled producer-based business ventures, as defined in the program regulation, are eligible to apply for this program. Rural Energy for America Program Renewable Energy Systems & Energy-Efficiency Improvement Guaranteed Loans and Grants provides guaranteed loan financing and grant funding to agricultural producers and rural small businesses for renewable energy systems or to make energy efficiency improvements. Those eligible include: Agricultural producers with at least 50 percent of their gross income coming from agricultural operations and small businesses in eligible rural areas. NOTE: Agricultural producers and small businesses must have NO outstanding delinquent federal taxes, debt, judgment or debarment.
Fees
Applicants must provide at least 75% of the project cost if applying for a grant only. Applicants must provide at least 25% of the project cost if applying for loan, or loan and grant combination. Projects greater than $200,000 require a technical report. Energy efficiency projects require an energy audit or assessment.

Eligibility
You must: live in an eligible area (enter your address on the website to see if you qualify); be the homeowner and occupy the house; be unable to obtain affordable credit elsewhere; have a family income below 50 percent of the area median income; for grants, be age 62 or older and not be able to repay a repair loan. Maximum loan is $20,000; maximum grant is $7,500; loans and grants can be combined for up to $27,500 in assistance
Fees
Loans can be repaid over 20 years; loan interest rate is fixed at 1%. Full title service is required for loans of $7,500 or more. Grants must be repaid if the property is sold in less than 3 years. If applicants can repay part, but not all of the costs, applicants may be offered a loan and grant combination.

At a minimum, applicants interested in obtaining a direct loan must have an adjusted income that is at or below the applicable low-income limit for the area where they wish to buy a house and they must demonstrate a willingness and ability to repay debt. Applicants must: Be without decent, safe and sanitary housing Be unable to obtain a loan from other resources on terms and conditions that can reasonably be expected to meet Agree to occupy the property as your primary residence Have the legal capacity to incur a loan obligation Meet citizenship or eligible noncitizen requirements Not be suspended or debarred from participation in federal programs Properties financed with direct loan funds must: Generally be 2,000 square feet or less Not have market value in excess of the applicable area loan limit Not have in-ground swimming pools Not be designed for income producing activities Borrowers are required to repay all or a portion of the payment subsidy received over the life of the loan when the title to the property transfers or the borrower is no longer living in the dwelling. Applicants must meet income eligibility for a direct loan.
