Description:

The Upper Cumberland Human Resource Agency aims to improve the quality of life to residents of the 14-county area. Assists by providing youth residential program for girls and an adult diversion program for non-violent offenders as an alternative to incarceration, child care and senior food programs in approved care facilities, homemaker services for elderly/persons with disabilities enrolled in the CHOICES program, rent assistance, USDA commodities, utility assistance, local transportation and weatherization assistance. Utility assistance is provided through the LIHEAP program, which provides a one-time per year payment (based upon the availability of funds) to the primary heating energy provider (i.e., electric, natural gas, propane, coal, wood, or kerosene) for qualifying low and moderate income households based upon a point system giving priority to households having elderly disabled members and those with children under the age of three. Rental assistance for persons facing eviction, weatherization to insulate homes and the Commodity supplemental food program (temporary emergency food assistance) also have income and other specific eligibility criteria.

Intake Process:

For the Commodity Supplemental Food program, persons may call their local county office or visit website (uchra.org) to find information on eligibility, how to apply and distribution dates and sites. For the LIHEAP utility assistance program, clients will need:
1) Photo ID
2) 13 weeks' worth of proof of income for all members of household, including social security benefits if applicable
3) Social Security Cards for every member of household
4) Current utility bill
5) 12-month print-out of utility bills (Electric, gas, propane))

Program Fees:

No Fee for most services; transportation fees vary by service and any applicable discounts

Eligibility:

Clay County residents who meet eligibility requirements for each program;; for the Commodity Supplemental Food program, residents must meet income and other eligibility requirements; may qualify by showing proof of being on SNAP, Families First, SSI, LIHEAP, residing in public housing or by self declaring that your total household income is below 185% of the current Federal Poverty Level. The Diversion program is for adult, non-violent felony offenders and requires a referral from court (Fentress, Macon, Smith, Wilson, and Trousdale counties are excluded from this program).
