Description:
NOTE: AS OF 10/05/21, IN PERSON SERVICES ARE STILL BY APPOINTMENT ONLY DUE TO COVID-19. Provides food stamp EBT card for purchase of food items only; expedites emergency services (receipt of coupons within 5 days after being determined eligible) for families/individuals with little or no income. Persons without an address may use that of a shelter, friend, or Department of Human Services. Customers may walk in to their local DHS office to apply. Call Family Assistance Service Center tollfree number (866-311-4287) to request changes to existing food stamp case or to request that an application be mailed to you; along with the application you will receive a pre-paid envelope to return the application to the local office.
This new DHS office is located at 6941 Winchester Road, Memphis 38115. This location is by appointment only; however, persons can walk into the lobby to pick up hard copies of application forms for DHS services and use self-service kiosks and phones to apply or address any problems with existing applications or programs; this site also has a drive through box to drop off applications or other needed documents.
Customers may also apply online for food stamps at the website. APPLICATION FORMS CAN BE DOWNLOADED AND PRINTED OFF THE WEBSITE. This office also has hard copies of applications in their lobby. Customers who apply will be notified by phone by a DHS Employee of their appointment date and time. The worker assigned to the case will call the customer on the date and time of the appointment. The interview will be conducted and the customer is told of any documents needed to process their case. The customer has the option of providing the needed verification by fax, mail or dropping the information off at one of the local offices.

Eligibility:
Applicants must be US citizens or legal aliens, reside in TN county in which applying, have access to cooking facilities (homeless shelters acceptable), and meet income guidelines based on federal poverty level. Income of entire household used to determine eligibility, except for ages 60 and over.
Applicants with drug convictions may apply for food stamps UNLESS the drug conviction is a felony.
Drug Felons who have not completed a certified treatment program will not be eligible for food stamp benefits unless they are on a waiting list to enter a program. If the person has completed a certified treatment program they will be eligible. They will have to provide proof of completing the program. Clients always have the option of filing an appeal, they can do so by contacting the Family Assistance Service Center at 1-866-311-4287.
