Description:

Provides utility assistance, USDA Commodities, the THDA Home Program and Weatherization to eligible low to middle income residents of Chester County through the Chester County Community Service Center or CSC.

People can apply for utility (heating and electric) assistance through the regular on-going LIHEAP program or the crisis program. People who are elderly, disabled, have a child under 6, and/or just lost a job might be eligible for assistance through the crisis program. Otherwise, they can apply for regular energy assistance, which offers year-round assistance with heating and cooling bills. Clients cannot apply for crisis and regular assistance in the same year. Can only receive assistance from one program per year. Applications are accepted throughout the year.

Also provides the Southwest TN Community Development Corporation, which offers home repair and rehabilitation programs, down payment assistance, home buyer education for new home purchasers and low cost home sales and rentals for 8 counties in southwest TN: Chester, Decatur, Hardeman, Hardin, Henderson, Haywood, Madison, and McNairy Counties.

Eligible occupied homeowners can receive low-interest loans for major rehabilitation to bring homes up to code. In some situations, old houses can be demolished and a new one constructed. This THDA (TN Housing Development Agency) program is open to low income residents in Decatur, Hardeman, Hardin, Haywood, Henderson, and McNairy Counties.

Assists low-income, elderly and disabled households in their efforts to reduce energy costs and upgrade livability standards by installing weatherization measures to their home.

Acquires surplus commodities stockpiled by the federal government (the USDA) and distributes them to people who qualify for this service on the basis of income.

UTILITY ASSISTANCE: Clients will need to provide a 12-month printout of their utility bill(s), two months worth of proof of income (paycheck stub, social security benefits, etc) and a photo ID.
