Description:
The department manages and operates 10 adult prisons, contracts with a private prison management company for the operation of one prison, and contracts with several counties for the operation of three other prisons, collectively housing some 21,000 offenders. The TDOC also supervises some 79,000 offenders on probation, parole or community corrections. The community supervision unit consists of 17 districts and 45 probation/parole offices. The department has more than 6,500 employees. The Tennessee Correction Academy in Tullahoma is the department's training facility.

Volunteer Opportunities:
Volunteers play a critical role in successful reentry. Volunteers are mentors, teachers, coaches and artists facilitating services at all prisons statewide. Those interested in volunteering may attend the Citizens' Correctional Academy, which is offered to Tennesseans who: are 18 or older, do not have a family member incarcerated in a Tennessee prison or on Community Supervision, have no criminal history other than minor traffic violations, and are able to attend all education sessions and the graduation ceremony in the Nashville area. Volunteers may also apply directly without attending the Citizens' Correctional Academy by completing the online volunteer application. All volunteers will be required to submit references and undergo a background check.

Description
As part of the Public Safety Act of 2016, the Tennessee Department of Correction (TDOC) implemented Day Reporting/Community Resource Centers which serve as alternatives to incarceration by placing eligible participants in structured and intensive outpatient programs. The programs provide resources and services to offenders to assist them as they work towards becoming productive citizens in their communities. TDOC is mission driven. We want to enhance public safety by changing the way we do business. It is more cost-effective to keep non-violent offenders out of the prison system. It currently costs $79.00 per day to incarcerate an offender versus $41.00 per day for an offender to report to a Day Reporting/Community Resource Center. The goal is to provide the participants with evidence-based programming and treatment in an environment where they can continue to be with their families and community.

Eligibility
The DRC/CRC is a one-year three-phase program that will assist moderate to high-risk offenders with a substance use issue. In order to be eligible for the program, the participant must be under the supervision of TDOC's Community Supervision, have at least 2 years left on probation supervision, and/or have substance use concern.

Description
Offenders provide community service to non-profit organizations and state, local and federal government agencies whenever possible. Institutional work lines pick up trash along roadways, clean out underbrush in fields surrounding the perimeter of the prison, cut firewood, and plant, tend and harvest crops. Programming is an integral part of Rehabilitative Services. Based on his/her individual needs, offenders may be assigned to a substance use treatment program, academic and vocational classes or to a transitional center, etc. Offenders may receive program sentence credits and a small stipend for work performed or for program participation. Approximately ninety (90%) percent of all eligible offenders are assigned to work and/or to participate in a rehabilitative program, including education.

Description
Located at the Northwest Correctional Complex (NWCX), the Juvenile Program is an open ended cognitive behavioral program designed for juveniles 16 and 17 years of age to help them recognize, acknowledge and understand the destructive behaviors and faulty thinking patterns that contributed to their criminal lifestyle. Once juveniles reach age 18, they may be placed in the Young Adult Program or in general population. Young Adult Offender Program The Young Adult Offender Program (YAOP) is a modified Therapeutic Community, as defined in the Substance Use Disorder Program section, serving individuals between the ages of 18 and 26. It is currently offered at the Northwest Correctional Complex and the Turney Center Industrial Complex. This intensive program takes approximately 18 to 24 months to complete and consists of three phases designed to assist young adult offenders in developing pro-social life skills through evidence based cognitive behavioral therapy. Participants are mentored by residential counseling assistants, who are older and more mature offenders that have successfully completed Therapeutic Community or other pro-social programming. The program utilizes a positive peer culture approach.

Description
The Department of Correction offers 24 hour/7 days a week toll-free hotline for victims/victim family members in need of offender information. The Victim Offender Information Caller Emissary (VOICE) hotline provides access to a computerized system that allows victims/victim family members to receive the latest information from the Tennessee Offender Management Information System (TOMIS) about the offender who committed a crime against them. Information is available through a local or 800 number. Extended family members and other registered members of the public will receive written information. The Tennessee Offender Management Information System (TOMIS) provides written information to all registered persons with the following: Offender's current location within the system Notice of prison location when an offender is transferred to a facility with a lower security designation regardless of whether the offender's personal custody level changes Date the offender's sentence went into effect Sentence expiration date 90-day advance notice of a release via expiration of sentence Date of parole eligibility Notice of parole hearing date, location, decision and release dates (if applicable) Escape alert Safety valve: earliest date that an offender can be released under executive order for overcrowding (most violent offenders are excluded from this provision) Contact information for parole officers inside the offenders' current location Registration with TDOC does not provide registered persons with the following: Exact release dates from county facilities (available by registering with VINE.) Automated calls. Notifications are by mail. VINE is separate notification system available for registration if the offender is incarcerated in the county jail.

Description
Parole means the release of a prisoner to the community by the Board of Parole (BOP) prior to the expiration of the offender's sentence. Release is subject to conditions imposed by the BOP and supervision is provided by the Department of Correction. Offenders that are granted parole may have pre-parole conditions that must be successfully completed before release to parole supervision. Examples of pre-parole conditions include, but are not limited to, attending and completing various classes such as pro-social life skills, group therapy, or therapeutic community. Parolees may also be given post-parole special conditions they must abide by as part of parole supervision. Examples of post-parole special conditions include, but are not limited to, release to a halfway house only or substance use assessment. Sex offenders on parole are subject to the specialized conditions for sex offenders. Offenders granted parole are not released from prison until a release plan has been approved by a probation parole office. A release plan identifies where the parolee will live and work upon release from prison.

Description
Probation means the release by a court of a person found guilty of a crime without imprisonment, subject to conditions imposed by the court and subject to the supervision of the Department of Correction. Probationers may be placed on probation as part of a split confinement, where they must spend some time in jail before being released to probation, or they may be sentenced to probation directly. Probationers must report to the probation parole officer within 72 hours of being placed on probation or upon release from a split confinement sentence. All probationers are required to follow the terms and conditions of probation as listed on the probation order. Sex offenders on probation may be subject to the specialized conditions for sex offenders. Courts may also order an offender to complete special conditions. Determinate Release Determinate release is a special type of probation. Offenders are subject to follow the rules and conditions established on their determinate release certificate. The Department of Correction issues all determinate release certificates. Prior to being released, state law requires that the district attorney, sheriff and warden of the prison where the offender is held be notified that the offender is eligible for release. If there are objections to the offender's release, an objection petition must be filed with the sentencing court.

Eligibility
The decision to offer a person probation is made by the court. According to Tennessee Code Annotated 40-35-501, offenders with felony sentences of at least one year, but not more than two years, are eligible for determinate release probation. To qualify, offenders must have served at least 30 percent of their sentence.

The Tennessee Department of Correction is committed to providing direct services to victims of crime. The Department is mandated by law and policy to keep registered victims, survivors, family members and interested parties informed of an offender's status, parole hearing dates and decisions, release dates, escapes and movements with a lower security designation. Offenders receive victim impact classes that are designed and structured to increase their awareness and understanding of the impact crime has on victims. Victim Services also provides a voluntary victim-offender dialogue program that gives victims of crime the opportunity to have a structured face-to-face meeting with the offender who has victimized them should they so desire.
