Description:

Provides home inspections to identify high-usage rental properties with energy-related problems. Landlords and property owners in Memphis are required to maintain minimum energy efficiency standards for their rental properties in accordance with the City of Memphis Rental Ordinance. The landlord will be contacted if there are Rental Ordinance violations. During a MLGW Rental Ordinance Audit, the Home Energy Raters (HERS) certified technicians will inspect rental homes to check for any needed repairs that may be causing high utility bills. MLGW becomes an advocate for the tenant, and can take landlords to Environmental Court if energy issues are not resolved by specified dates. During inspection, MLGW looks for holes in walls or roof, non-working heating and cooling units, water leaks, lack of insulation and missing window panes. Program Fees:

No fee for tenants. Landlords may be assessed one-time fee for inspections and daily fines by Environmental Court if issues are not resolved by specified dates

Eligibility:

MLGW customers who rent properties with energy issues; although the home inspection is free for all MLGW customers who rent, only customers who live in the City of Memphis may be able to enforce the ordinance with the local environmental court
