NOTE: AS OF 10/05/21, IN PERSON SERVICES ARE STILL BY APPOINTMENT ONLY DUE TO COVID-19. Provides monetary income to families with minor children. Under TANF, recipients must participate in Personal Responsibility Plan, including a commitment to training, life-skills classes (Fresh Start), and a job search. Benefits are time-limited, but certain groups (new mothers, persons with disabilities) are exempt from time limit and Personal Responsibility Plan. This new DHS office is located at 6941 Winchester Road, Memphis 38115. This location is by appointment only; however, persons can walk into the lobby to pick up hard copies of application forms for DHS services and use self-service kiosks and phones to apply or address any problems with existing applications or programs; this site also has a drive through box to drop off applications or other needed documents.

Eligibility:

Applicants must be US citizens/legal aliens, reside in TN, have dependent children, and meet income guidelines based on federal poverty level. One can work and still be eligible for TANF. It is not necessary for fathers with work history to be absent from the home. Visit local office branch to receive application. Next-day appointments available. It can take about 45 days to process an TANF application.
