Description:
Provides loans for individually-owned businesses to create employment opportunities, grants for public agencies and private non-profits to encourage development of new small businesses; offers loans and grants to help rural residents form new cooperative businesses or improve existing cooperatives in rural areas. Also available to non-profits and municipalities. Rural areas must have less than 50,000 population to be eligible for the program.
