Description:
Provides the City Drive While you Pay program, a payment plan which helps Tennessee residents to restore their driver's license while they pay off their tickets issued by the City of Memphis. Once all requirements are met, persons can take their contracts to the state of Tennessee Driver Services Center, pay their reinstatement fee and operate their vehicle as they pay off their tickets owed to the City of Memphis.
Participants must apply in person at the Memphis City Court Clerk's office. Once they agree to the monthly payment plan, down payment money is paid and contract is signed. The applicant can then take the contract paperwork from the Clerk's office to the East Shelby Driver's License Reinstatement Center at 3200 E Shelby Drive, Memphis). NOTE: All other tickets and fines in other jurisdictions MUST be paid through those jurisdictions. For Example, if you received a ticket from a Shelby County Sheriff Deputy, you must go to Shelby County in order to pay that ticket.
From July until December 31st of each year, the City Court Clerk's office also has an Amnesty program in place where Memphis traffic tickets 10 years or older can be paid off at half their face value.

Intake Process:
For DWYP, you must apply in person with a valid ID to check status of license and to set up payment plan; for the Amnesty program, tickets 10 years or older are automatically half price from July 1st through December 31st each year. During Amnesty Period, you may pay for tickets at 201 Poplar, Room LL-80 or an any of these five police precincts: Appling Farms, Austin Peay, Raines, Crump or Ridgeway Precinct.
Program Fees:
Fees vary by amount owed on tickets and is calculated based on each case. Each plan requires an initial downpayment which is due when you first apply; payment will include the the total of all outstanding City of Memphis traffic tickets owed; amount of payments is $50.00/payment period for persons who owe $500.00 or less or $100.00/payment period for persons who owe $501.00 or more in ticket fines
Eligibility:
Persons with suspended TN Drivers License due to non-payment of outstanding traffic tickets issued in Memphis; qualifying persons must have an outstanding balance of at least $200.00. NOTE: All other tickets and fines in other jurisdictions MUST be paid first before you can get your license back even if you are on the City of Memphis DWYP plan (for instance, those issued through Shelby County for unpaid court costs or misdemeanor citations issued in Shelby County must be paid before you are eligible for this program and can attempt to reinstate your license). Amnesty program is open to anyone with traffic tickets issued in Memphis that are more than 10 years old.
