Investigates complaints regarding zoning and code violations in Memphis and Shelby County (excluding Arlington, Bartlett, Collierville, Germantown and Lakeland). Issues citations for violations. Mullins Station Office accepts walk ins; City Hall Downtown office is by appointments only.

Downtown City Hall Office (BY APPOINTMENT ONLY, Mon- Fri 8:00 am - 5:00 pm)
Intake Process:
Call for information or to file a complaint; walk in customers are only allowed at the Front Desk at Mullins Station Office; Downtown City Hall Office requires appointment; no walk ins accepted at that site; complaints and concerns can also be submitted through the "Contact Us" section of the website or emailed to develop901@memphistn.gov
